“In April 2010, Massasoit procured the services of Broadway Electrical to provide comprehensive engineering design and construction services for the replacement of electrical service entrance and main distribution equipment (including the proper sizing of transformers) at the Brockton Campus of Massasoit with the understanding that the project would have to be completed on or before June 30, 2010.
